Importing a used car from the US to Algeria
Algeria lets a resident bring in a used car under three years old, but an approved expert inspects it after it lands, and a car with a major defect must leave again at your cost. A US car rebuilt after a crash or a flood, sold on a clean-looking title, is the one to rule out before you pay.

What decree 23-74 allows
Executive decree 23-74 of 20 February 2023, published in Algeria’s legal gazette (JORADP no. 11 of 2023), sets the terms for a resident who imports a used car for personal use:
- Age: no more than 3 years between the car’s first registration and the date of the customs declaration. A recent model year doesn’t help if the car was registered earlier, and shipping time counts.
- Fuel: petrol, electric, or petrol-electric hybrid. The decree’s definitions leave diesel out, so a diesel pickup or SUV doesn’t qualify.
- Body: passenger cars with up to 9 seats, or vans and pickups up to 3.5 tonnes gross weight.
- How often: once every 3 years per person, counted from the customs declaration.
- Money: the import is paid with the buyer’s own foreign currency (“devises propres” in the decree).
- Tax: duties and taxes are due under the law in force. Ask a customs broker for the figure for your car.
The clause that matters for an auction car
Article 6 requires the car to be in good working order, with no major or critical defect, and to meet safety and environmental rules and, where relevant, the maker’s standards. An expert approved by the ministry in charge of mines checks it. A car that fails must be re-exported at the importer’s expense.
That check happens in Algeria, after you’ve paid for the car, the auction fees and the freight. A flood car can look tidy in a seller’s photos and a crash repair can cover frame damage. Seeing the car as it was before repair is how you avoid that loss.
Papers Algerian customs asks for
- Your ID (or residence card for foreigners) and a certificate of residence
- The car’s foreign registration certificate or an equivalent document
- Proof of the transfer of ownership: purchase invoice and/or sale contract
- A document under 3 months old from an authorized body in the country of registration, showing the car is in good working order
- The conformity report from the approved expert
Ask your broker or the Algerian consulate which US document they accept as proof of good working order, and get it before the car ships. On the US side, CBP needs the original title or a certified copy, and for a sea export the papers and the car must be presented at least 72 hours before departure. A salvage title is accepted only while it remains in force.
Arrival and the one-month pass
When the car lands, customs issues a temporary pass valid for one month, with no extension. The clearance file goes to the customs office at the point of entry or the one covering your home. Ports include Algiers, run by the Entreprise portuaire d’Alger, and Oran, run by the Entreprise portuaire d’Oran; your shipper will say which one its line serves. Customs keeps a national register of these imports.
You can’t sell it straight away
The 2025 finance law (article 208) makes these cars non-transferable for 36 months after clearance, unless the owner repays the tax advantage: all of it within 12 months, 66% between 12 and 24 months, 33% between 24 and 36 months, nothing after that.
Returning to Algeria for good?
A separate allowance covers Algerians registered abroad who move back. Since the 2026 finance law (article 127), it lets them bring in without duty one petrol, electric or hybrid car up to 1,800 cm³, new or under 5 years old when it enters the country. Other conditions apply, so confirm them with customs before you buy.
Checklist before you pay
- Find the first registration in the history report and count three years forward to your likely customs date, allowing for shipping.
- Decode the VIN with the VIN decoder and confirm the engine is petrol, hybrid or electric.
- Run a CARFAX or AutoCheck report for brands from every state, total-loss and flood events, and the odometer trail.
- Pull the auction record and study the photos for water lines, deployed airbags and damage near the pillars. The IAAI guide explains what a listing records.
- Line up the proof of good working order and the ownership papers before the car ships.
- Pay from your own foreign currency and keep the bank records.
What our reports cover
CARFAX and AutoCheck cover cars sold in the US and Canada: title brands, total-loss and auction events, and recorded mileage. The auction report shows a Copart or IAAI lot as sold, with photos, recorded damage, and title and odometer at sale. We don’t arrange shipping, customs or the expert inspection.
Questions
Can I import a diesel car from the US to Algeria?
Not under decree 23-74. It covers petrol, electric and petrol-electric hybrid vehicles only.
How is the three-year limit counted?
From the car’s first registration to the date of the customs declaration for release in Algeria. Time spent at auction and at sea counts against you.
What happens if the expert finds a major defect?
The decree says the car must be re-exported at the importer’s expense, or customs deals with it under customs law.
Can I resell the car after import?
Not freely for 36 months. Before then you must repay part or all of the tax advantage, depending on how long you’ve had it.
