New Jersey VIN check
A New Jersey total loss doesn’t get a plain title back after repairs. It passes an MVC inspection and returns with a salvage designation you can still register. Two federally declared flood disasters in under ten years make the history behind it worth a look.

What New Jersey treats as salvage
The Motor Vehicle Commission’s rules, N.J.A.C. 13:21-22, define a salvage motor vehicle as one that has been reported stolen or damaged so badly that it is economically impractical to repair. Every salvage vehicle has to be titled in New Jersey, whether or not anyone restores it, and the salvage title usually has the word “salvage” across it.
A salvage car can’t be registered to drive on public roads. It changes hands only by assignment of the salvage certificate of title, at auction too, and the buyer has 10 working days to apply for a new salvage certificate in their own name. A seller offering an insurance write-off “on a bill of sale”, with no salvage title, is skipping a step the rules require.
| Situation | What MVC issues |
|---|---|
| Insurer total loss, not yet repaired | Salvage certificate of title. No registration. |
| Total loss repaired and passed the state inspection | Certificate of ownership with a salvage designation. |
| Stolen car recovered without heavy damage, VIN intact | Certificate of ownership without a salvage designation. |
| Stolen car recovered stripped, with repairs at or above its pre-theft value | Certificate of ownership with a salvage designation once rebuilt. |
| Built from more than one salvage car | Salvage designation and a new VIN assigned by MVC. |
The MVC salvage inspection
Before repairs begin, the owner photographs every side of the car. After repairs, the owner pays the fee on form OS/SS-3 and emails the documents to one of MVC’s salvage inspection sites; an appointment is given only after they are approved. The car has to be towed there or driven on a 5-day temporary registration (dealers may use dealer plates).
The inspectors check the car’s VIN and the identification numbers of its major parts. The owner must bring a bill of sale for each one used in the repair, among them the engine, transmission, bumpers, fenders, hood, doors, quarter panels, roof, cowl and frame, with the donor car’s VIN for used parts. A work order and before-and-after color photos are also required, plus an insurer’s damage report for a flood car and a police report for a recovered theft. Owners may not watch, and they consent to parts being removed if needed.
Sandy, Ida and New Jersey flood cars
Hurricane Sandy in October 2012 and the remnants of Hurricane Ida in September 2021 both led to federal major disaster declarations for New Jersey. After Sandy, MVC directed owners of cars and boats damaged or destroyed in the storm to its salvage title information.
The paper trail only exists when a flooded car goes through an insurer. A car that sat in water and was dried out without a claim never becomes a salvage vehicle, and a car totaled here can be sold out of state and retitled elsewhere. A history report shows insurer total losses, salvage auction sales and brands from every state; the cabin shows the rest. Our flood damage guide covers both checks.
What to check before buying in New Jersey
- Ask whether the title carries a salvage designation, and look for the word on the document itself.
- On a rebuilt car, ask for the before photos, the parts bills of sale and the work order used at the MVC inspection.
- If it was a flood car, ask for the insurer’s damage report that the inspection required.
- Run a history report for total losses and auction sales, here and in other states.
- Look under the carpets and in the trunk for silt, rust and water lines, and have a mechanic inspect it.
Questions
Will a repaired total loss ever get a clean New Jersey title?
Not under MVC’s rules. A car once found economically impractical to repair gets a certificate of ownership with a salvage designation after it is rebuilt and inspected. Only recovered thefts that weren’t damaged that badly get a title without the designation.
Can I drive a salvage car to its inspection?
Only on a 5-day temporary registration from a motor vehicle agency, or on dealer plates if you are a dealer. Otherwise it has to be towed.
Who do I contact about a New Jersey salvage title?
MVC’s Special Title Unit handles salvage titles. The inspection itself is booked with the salvage inspection site you chose on form OS/SS-3.
