What a Rhode Island plate lookup shows
Select Rhode Island and type the plate: we show the VIN, the model year, make, model and engine it decodes to, and any open safety recalls. Plate data comes from a commercial vehicle-data provider, not from the Division of Motor Vehicles. History reports on the VIN are available from the result.
There’s no owner information in it. The federal Driver’s Privacy Protection Act (18 U.S.C. § 2721) protects names and addresses in state motor vehicle records, and the state releases them only for the uses that law allows.
Who issues plates and titles in Rhode Island
The Rhode Island Division of Motor Vehicles (DMV), headquartered in Cranston, issues titles, registrations and plates. Rhode Island’s title law changed on January 1, 2024. Before then, the state didn’t title vehicles of model year 2000 and older; now every used vehicle gets a Rhode Island title when sales tax is paid or it is registered. Every used vehicle coming from another state, whatever its age, also needs a VIN inspection by a local police department. An older car may therefore have little Rhode Island title history before 2024, which makes its other records more important.
Registrations have to be cancelled when a vehicle is no longer used, because registered cars owe local excise tax and must stay insured. Owners cancel online, by the drop box in a DMV branch or by certified mail; the DMV no longer accepts cancelled plates in person.
Getting a Rhode Island title record
The DMV’s Vehicle Title Inquiry on RI.gov lets subscribers view the most recent title record on file, searching by full VIN or by plate number and plate type. It costs $54.50: a $50 statutory title search fee, a $2.50 DMV technology fee and a $2 enhanced access fee. For historical research on a record, the DMV points you to its Title division. Personal details remain subject to the DPPA.
Salvage titles in Rhode Island
An owner who keeps a total-loss car applies for a Rhode Island salvage title, with a letter from the insurer classing it Class A (parts only) or Class B (repairable). All repairs must be done by a Rhode Island licensed salvage rebuilder. Before it can return to the road, the car needs a DMV salvage inspection: the owner submits receipts for every replaced part showing the VIN of the car it came from, photos of the damage, the insurance appraisal and a certificate of salvage repair. The DMV’s buying advice also tells buyers to check the title for taxi, police, leasing, rental and salvage history.
Checks before buying a car with Rhode Island plates
- Match the VIN on the dash and door with the title and our lookup; the VIN decoder shows what the car should be.
- Read the title for salvage, taxi, police, leasing or rental history, as the DMV advises.
- From a dealer, check that the inspection was done no more than 90 days or 500 miles before the sale, and get any warranty written on the bill of sale.
- Run a salvage title check and an odometer rollback check, especially on a car older than model year 2001.
Questions
Can I find the owner of a Rhode Island plate?
Not with our lookup, which shows the vehicle only. Owner information is protected by the Driver’s Privacy Protection Act and released by the state only for permitted uses.
Do older Rhode Island cars have titles?
Since January 1, 2024, yes. Before that date Rhode Island didn’t title vehicles of model year 2000 and older, so their title history in the state may be short.
Who can repair a salvage car in Rhode Island?
Only a Rhode Island licensed salvage rebuilder. The car then has to pass a DMV salvage inspection.
