Two ways in from Laredo
A US car bound for Nuevo León can come in from Laredo, Texas, in two ways. One is the Colombia crossing in the north of the state, where Nuevo León runs the international bridge under a federal concession renewed in 2023 for 30 years, extendable to 60. US Customs and Border Protection lists a vehicle lane there, Colombia Solidarity, as part of its Laredo port. The other way crosses into Nuevo Laredo, which belongs to Tamaulipas, and then heads south by road toward Monterrey.
The 2026 foreign trade rules let a private importer clear a used car at any customs office on the northern border, through a broker attached to that office, and the Aduana de Colombia is one of them. Dealers registered in the automotive sector work from a shorter list: Annex 21 names nine customs offices for their used-vehicle imports, among them Nuevo Laredo, Reynosa and Matamoros, but not Colombia. The national conditions (model-year band, blocked title brands, emissions) are on our Mexico import page.
Monterrey is outside the border strip
The used-car decree defines the northern border strip as the 20 km next to the international line. People who live there can import a car 5 to 9 years old at 1% duty, on condition that it stays in that zone. Monterrey and its metro area are far beyond it.
So be careful when a Monterrey seller shows you a pedimento filed in Reynosa, Nuevo Laredo or Colombia. If it was filed under the border regime, the car was meant to stay in the strip. Bringing it inland takes a temporary internación permit from a CIITEV module at a northern border customs office, or a permanent reexpedición with the contributions paid and no refund of what was already paid. Once you’ve bought the car, that cost is yours, so have a customs broker read the pedimento first.
Registering the car with the ICV
Plates and the tarjeta de circulación in this state come from the Instituto de Control Vehicular (ICV). Its Alta de Vehículos procedure starts online on the state’s NLínea portal, and there is a separate entry for vehicles that arrive from outside Nuevo León. The ICV site also has a refrendo account lookup; run it before you pay so you know whether unpaid refrendo is attached to the car.
Nuevo León was one of the 16 states in the federal program for regularizing foreign used cars that were already in Mexico. That program closed on 31 December 2025 with no extension, so a car left out then can’t be regularized now. The federal public security secretariat (SESNSP) warns people not to pay gestores who offer alta or regularization under a scheme that supposedly still runs.
Papers to ask the seller for
- The definitive-import pedimento. Article 14 of the decree makes it the proof of the car’s legal stay, and ANAM says each new owner should demand it and keep it.
- The US title the import relied on. It shows the brand the car carried when it left the US.
- A REPUVE result for the VIN. Brokers must confirm on repuve.gob.mx that the VIN has no theft report in Mexico; the lookup works for you too.
- The tarjeta de circulación and the ICV refrendo status.
What the pedimento won’t tell you
A pedimento shows the car entered legally. It is silent on a flood in Texas, a total loss sold at auction or a rolled-back odometer. Those live in US records. A CARFAX or AutoCheck report on the VIN lists title brands from every state, total-loss and auction events and the odometer readings on file. Set it beside the pedimento: same VIN, a model year that fits the decree, and no water or salvage brand that the border should have refused.
A CARFAX report on a car for sale in Nuevo León costs $8.99 here.
Before you pay in Nuevo León
- Check which customs office and regime the pedimento shows: a border-strip import needs more paperwork before it can live in Monterrey.
- Match the VIN on the pedimento, the US title and the car’s own labels.
- Run the REPUVE lookup and the ICV refrendo lookup.
- Pull a US history report for brands, total losses and mileage.
- Walk away from anyone selling a regularization after December 2025.
Questions
Can I import a used car through the Colombia bridge?
A private importer can clear a used car at any northern border customs office through a broker attached to it, and the Aduana de Colombia is one. Dealers in the automotive sector are limited to the offices in Annex 21, which leaves Colombia out. Confirm with a licensed customs broker before you buy.
Is Monterrey in the border zone?
No. The strip covers the 20 km next to the international line. A car imported at the 1% border rate needs a permit or a reexpedición to be used in Monterrey.
Can I still regularize a chocolate car in Nuevo León?
No. The federal regularization program ended on 31 December 2025 and nothing has replaced it.
Will a US report show Mexican records?
No. CARFAX and AutoCheck cover US and Canadian records. For Mexico, rely on the pedimento, REPUVE and the ICV.
