Baja California VIN check

For Mexico’s used-car import decree, all of Baja California counts as border zone, from Tijuana down to San Quintín. That makes a US car cheaper to bring in, and it is why the US history behind a local car’s pedimento deserves a look before you buy.

The whole state is border zone

The decree published in the DOF on 4 November 2024 gives special terms to people who live in the northern border strip, Baja California, Baja California Sur and part of Sonora. Elsewhere on the border, the strip is measured 20 km from the line. Here there is nothing to measure: an address in Ensenada, Rosarito or San Quintín qualifies the same way as one in Tijuana or Mexicali.

The decree counts a model year from 1 November to 31 October, and it runs until 30 November 2026. Confirm the window with your customs broker for your crossing date.
RouteModel years if you import in 2026DutyWhere the car may stay
Border-zone import (article 5)5 to 9 years old (2017–2021)1%The border zone
Border-zone import (article 5)10 years old (2016)10%The border zone
National import (article 4)8 to 9 years old (2017–2018)10%Anywhere in Mexico

Under the 2026 foreign trade rules (RGCE rule 3.5.6), the broker attaches proof that you live in the zone, and a copy of your INE voter card is accepted for that. For decree imports the broker must be assigned to the customs office where the car crosses (rule 3.5.1), so pick the broker and the crossing together.

A car imported at 1% is meant to stay in the zone. To take it further into Mexico, you ask Banjercito for a temporary internment permit at a CIITEV module in a northern border customs office (rule 3.4.7). If the car fits the national age band, article 12 lets you pay the national duty instead and skip that permit. The national import rules cover the title brands and emissions certificate that apply on both routes.

Where cars cross into Baja California

The customs map published by ANAM, Mexico’s customs agency, in May 2025 splits the state into four offices:

  • Tijuana: the municipality of Tijuana, with the Mesa de Otay section, the El Chaparral and Puerta México Este crossings, and the Abelardo L. Rodríguez airport
  • Tecate: the municipality of Tecate
  • Mexicali: Mexicali and San Felipe, with the Los Algodones section
  • Ensenada: Playas de Rosarito, Ensenada and San Quintín

Decree imports go through a northern border customs office or one of the seaports named in the rules, and the car must arrive under its own power. Which crossing and which lane handle used-car pedimentos on a given day is something your broker will know; ask before the car leaves the US side.

REPUVE and Baja California plates

Article 13 of the decree requires every imported car to be registered in the Registro Público Vehicular (REPUVE). Brokers must also check REPUVE for a theft report in Mexico before they file. If you buy a car that is already here, run the same search on the VIN yourself.

Plates come from the state Secretaría de Hacienda through its Oficinas Recaudadoras, under the Ley que Regula los Servicios de Control Vehicular. For a foreign car, article 7 asks for the pedimento that proves legal import, proof of ownership, a valid Baja California driving licence, and the car itself for verification. Article 25 gives you 5 business days after the purchase or import to register it.

Local risks: autos chocolate and US title brands

Baja California was one of the states covered by the federal decrees that regularized foreign cars brought in without import paperwork, known as autos chocolate. That program ended on 31 December 2025 with no extension. A car still without a pedimento can’t meet article 7 for plates, and there is currently no program to fix that.

A pedimento proves the car is legal in Mexico. It says nothing about a flood in Texas or a salvage rebuild in California. Customs refuses cars whose US title reads water damage, junk or flood salvage, among others, but a plain salvage title can pass, so a repaired wreck can enter legally. That history lives in US title and auction records, which follow the VIN. Our salvage title guide explains the brands.

Letters and numbers, no I, O or Q. It’s on the dashboard by the windshield, on the driver’s door frame, and on the title.

An auction report, with the Copart or IAAI lot photos and the damage recorded at sale, costs $7.99 here.

Checklist for a car in Tijuana, Mexicali or Ensenada

  1. Ask for the pedimento and check that its VIN matches the dashboard plate, the door label and the US title.
  2. Search the VIN on REPUVE for a theft report.
  3. Run a US history report for title brands from every state, total-loss and flood records, auction sales and the odometer trail.
  4. If the car came in at 1%, plan for Banjercito’s internment permit before driving it out of the border zone.
  5. Register it with the Secretaría de Hacienda within 5 business days, and bring your Baja California licence.
  6. Have a mechanic check for silt, corrosion under the carpets and warning lights before you pay.

Questions

Do I qualify for the 1% duty if I live in Ensenada?

Yes. The decree covers the whole state of Baja California, not only a strip along the border. The car must be 5 to 9 years old, and your broker attaches proof of your address, such as your INE voter card.

Can I drive a car imported at 1% to Guadalajara?

Only with a temporary internment permit from Banjercito, requested at a northern border customs office. If the car is 8 or 9 years old, you can instead pay the national 10% duty so it can circulate anywhere.

Does REPUVE show what happened to the car in the US?

No. REPUVE is Mexico’s vehicle register, and brokers use it to confirm there is no theft report in Mexico. US title brands, accidents and auction sales are in US records, which a CARFAX, AutoCheck or auction report shows.
