Sonora VIN check

In Sonora, your address decides how you can import a US car. San Luis Río Colorado and Hermosillo fall under different rules, and a car imported for one part of the state can’t simply be driven to another.

Three kinds of border area in one state

Mexico’s used-car decree (DOF, 4 November 2024) gives better terms to residents of specific areas. In Sonora there are three:

  • The región parcial del estado de Sonora: the northwest corner around San Luis Río Colorado, bounded in article 2 by the Colorado River, a point 10 km west of Sonoyta and a point on the coast 10 km east of Puerto Peñasco.
  • The municipalities of Cananea and Caborca, which the decree names one by one.
  • The 20 km northern border strip east of the partial region, which takes in border towns such as Nogales, Naco and Agua Prieta.

If you live in any of those, article 5 lets you import a car 5 to 9 years old at 1% duty, or one 10 years old at 10%, to keep in the zone. In 2026 that means model years 2017 to 2021 at 1% and 2016 at 10%.

Hermosillo, Guaymas, Ciudad Obregón and Navojoa are in none of them. People there have only the national route in article 4: a car 8 or 9 years old, which in 2026 points to 2017 and 2018 models, at 10% duty. The decree is in force until 30 November 2026, so check its status with your broker if your crossing date is later. The national import page covers the title brands and emissions certificate that apply everywhere.

Customs offices and the broker’s home office

ANAM’s May 2025 customs map gives Sonora these offices on the border:

  • San Luis Río Colorado: the municipality of the same name
  • Sonoyta: Caborca, General Plutarco Elías Calles, Puerto Peñasco and Pitiquito, with the San Emeterio section
  • Nogales: Nogales, Magdalena, Santa Ana, Altar and other nearby municipalities, with the Sásabe section
  • Naco: Naco, Cananea, Imuris and other nearby municipalities
  • Agua Prieta: Agua Prieta, Fronteras, Nacozari de García and the sierra municipalities to the east

Hermosillo and Ciudad Obregón fall under the Guaymas office. The 2026 foreign trade rules (RGCE rule 3.5.1) add a Sonora twist: for decree imports the broker must be assigned to the customs office used, but brokers authorized at Sonoyta or Agua Prieta may file only if their home office is Nogales or San Luis Río Colorado, and those authorized at San Luis Río Colorado only if their home office is Nogales. Ask your broker where they are assigned before you send the car to a crossing.

Driving a zone car south of the line

Article 52 of Sonora’s Ley de Tránsito says vehicles from abroad or from fiscal free zones need the customs permit, on top of their plates and registration card, to circulate in the state. For a car imported at the border rate, that permit is Banjercito’s temporary internment (RGCE rule 3.4.7). You request it at a CIITEV module in a northern border customs office, with proof of your address in the zone, and you register the car’s return the same way.

So a car bought cheaply in Nogales on a border pedimento is a different product from one imported to the interior. If you live in Hermosillo, ask which kind of pedimento the seller has before you talk price.

REPUVE and Sonora plates

Plates are issued by the state Secretaría de Hacienda through its Agencias Fiscales. Under article 19 of the Ley de Control Vehicular para el Estado de Sonora, registering a used car means presenting it for inspection, where staff photograph the VIN and the car from the front and side. You also bring the original proof of ownership, the import pedimento and a valid Sonora driving licence. The deadline is 15 business days from the pedimento date.

Each Sonora registration record includes the car’s REPUVE number, and the decree requires imported cars to be entered in REPUVE. Before you pay, search the VIN on REPUVE for a theft report in Mexico. Brokers must make that check before filing a pedimento, and it costs you nothing to repeat it.

Regularized cars and US histories

Sonora was among the states covered by the federal decrees for regularizing foreign cars already in the country, the autos chocolate. The last one ended on 31 December 2025 with no extension, and new imports now go only through the current decree. Sonora’s traffic law still lists a regularization document, alongside the pedimento, as a basis for plates. If a seller shows one, check that its VIN matches the car and REPUVE.

Neither paper tells you what happened to the car before it crossed. If the car was titled next door in Arizona, its record may show a salvage, nonrepairable or restored salvage brand; see our Arizona page. A car with a restored salvage past can be legal in Mexico and still have frame or airbag repairs worth knowing about. Our rebuilt title guide explains what to look for.

Letters and numbers, no I, O or Q. It’s on the dashboard by the windshield, on the driver’s door frame, and on the title.

A CARFAX report for the VIN costs $8.99. It shows title brands from every US state, not just the last one.

Before you buy in Sonora

  1. Work out which zone your address is in, and so which import route and model years apply to you.
  2. For a car already here, ask whether its pedimento is for the border zone or the interior, or whether it was regularized.
  3. Compare the VIN on the pedimento with the car, then search it on REPUVE.
  4. Run a US history report for brands, total losses and the odometer trail.
  5. If you’ll drive a border-rate car beyond the zone, get Banjercito’s internment permit first.
  6. Book the Agencia Fiscal inspection within 15 business days of the pedimento.

Questions

I live in Hermosillo. Can I import a 6-year-old car at 1%?

No. Hermosillo is outside the partial region, Cananea, Caborca and the 20 km strip, so you have only the national route: a car 8 or 9 years old at 10% duty.

Which customs office handles Caborca?

Sonoyta. ANAM’s 2025 jurisdiction map places Caborca, Puerto Peñasco, Pitiquito and General Plutarco Elías Calles under the Sonoyta office, with the San Emeterio section.

Can a car with an Arizona salvage title cross at Nogales?

It depends on the exact wording. A plain salvage title isn’t on the customs list of blocking brands, but flood salvage, water damage, junk and many others are, and the car must drive across. Check the title with your broker and the national rules before you buy.
